Amends Section 97-37-30 of the Mississippi Code to add a new felony offense prohibiting the willful discharge of firearms near businesses or property containing flammable or explosive petroleum products when discharge is likely to cause ignition or explosion.

Establishes penalty of a fine not exceeding $5,000 or imprisonment not exceeding 5 years in the Department of Corrections, or both, for violation of the new petroleum products provision.

Retains existing misdemeanor penalty for willfully discharging a firearm toward another's dwelling causing property damage or harm to animals, punishable by fine not exceeding $1,000 or up to 12 months in county jail, or both.

Updates gender-neutral language in the statute by changing "his" to "his or her" throughout Section 97-37-30.

Takes effect July 1, 2013.
