Creates the Mississippi Locksmith Licensing Board consisting of 9 members (6 locksmiths with at least 5 years' experience and 3 public members) with staggered 2-4 year terms to administer licensing and regulation of locksmith services.

Requires all persons performing locksmith services in Mississippi to obtain a license by demonstrating good moral character, being at least 18 years old, passing an examination, and paying a $100 licensing fee (examination $200, renewal $100).

Mandates licensed locksmiths display their license in their place of business, include their identification number in advertisements, carry a photo ID card while working, and make reasonable efforts to verify customers are authorized to access secured property.

Establishes grounds for license denial, suspension, or revocation including false information, criminal convictions involving moral turpitude, gross negligence, incompetency, misconduct, or willful violation of the act.

Exempts from licensing requirements: employees of licensed locksmiths, apprentices under supervision, employees of towing/taxi/motor vehicle dealers/motor clubs, property owners on their own property, retail merchants, law enforcement, contractors, and persons performing emergency services without compensation.
