Removes requirement that Inmate Welfare Fund be deposited as specified in Section 7-9-21, Mississippi Code of 1972.

Adds a representative of inmate families with an incarcerated relative to the Inmate Welfare Fund Committee, expanding it from six to seven members.

Requires the Inmate Welfare Fund Committee to establish regulations governing allowable purchases, set quorum requirements, establish minimum attendance standards for members, and adopt a mission statement.

Mandates the committee conduct annual needs assessments in coordination with department personnel, inmates, and inmate families to determine what items should be purchased for inmate benefit.

Effective date is July 1, 2013.
