Repeals sections 63-13-1 through 63-13-29 of Mississippi Code of 1972, which established annual safety inspection requirements for motor vehicles and issuance of inspection certificates.

Amends section 63-7-59 to remove references to motor vehicle inspection certificates and inspection station requirements related to window tinting compliance testing and labeling.

Eliminates the requirement for inspection stations to test and label vehicles with tinted windows to certify compliance with light transmittance standards of 28% or more.

Removes the $5.00 fee ($2.00 retained by inspection stations, $3.00 to Department of Public Safety) previously charged for window tinting compliance tests.

Retains medical exemption provisions allowing individuals with light-sensitive conditions to legally tint vehicle windows with proper certification from a physician.

Takes effect July 1, 2013.
