Amends Section 19-31-51 of the Mississippi Code to modify notice requirements for water and sewer districts petitioning the Public Service Commission for certificates of public convenience and necessity in uncertificated areas.

Allows notice to be given by publication of a display advertisement (2 columns wide by 5 inches deep) in a newspaper of general circulation in the county or counties where the district is located, in addition to regular mail notice.

Requires regular mail notice to property owners at their last known addresses as reflected on county tax rolls at the time of filing the petition, and to public improvement districts and other public entities in the area.

Notice must include instructions for property owners and governmental entities on how to appear before the Public Service Commission and participate as interested parties or file objections.

Effective date: July 1, 2013.
