Establishes a $75 inspection fee paid to the Department of Public Safety for restored salvage vehicles, which must pass inspection verifying identification numbers haven't been tampered with and parts aren't stolen before a "rebuilt" title can be issued

Requires sellers of vehicles with "salvage" or "rebuilt" title designations to provide written disclosure to buyers in at least 10-point type at or before the time of sale

Exempts vehicles 10 years old or older with a value of $1,500 or less from the salvage title requirements
