Increases the uniform total fee paid to constables in all criminal cases from $35.00 to $45.00, including all related services except those specified otherwise in the statute.

References mileage reimbursement for conveying persons charged with crimes to jail at rates established under Section 25-3-41(1) rather than Section 25-3-41(2).

Maintains existing fee structures for civil cases ($35.00), additional defendants ($5.00 per defendant), erroneous information penalties ($15.00), and post-judgment proceedings ($35.00).

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia in accordance with the Voting Rights Act of 1965.

Takes effect on October 1, 2013, or upon approval under Section 5 of the Voting Rights Act of 1965, whichever occurs later.
