HB 1421 Summary

• Requires temporary driving permit holders under 21 years old to complete at least 30 hours of documented driving experience before obtaining an intermediate or other driver's license.

• Prohibits intermediate license holders from operating a vehicle with more than one passenger during the first six months of holding an intermediate license.

• Increases fines for failure to wear a seat belt from $25 to $75, with $50 of collected fines deposited into the Driver Training Penalty Assessment Fund.

• Creates the Driver Training Penalty Assessment Fund and directs seat belt violation fines to be deposited into this fund for driver training purposes.

• Effective date: July 1, 2013.
