Requires owners of property containing cemeteries or private graves to allow reasonable access so that graves of historical significance may be accessed and maintained.

Amends Section 41-43-33, Mississippi Code of 1972, to require all perpetual care cemeteries to comply with the reasonable access requirement.

Exempts from cemetery regulation requirements organizations affiliated with churches, religious societies, established fraternal societies, municipalities, political subdivisions, family cemeteries, family burial grounds, and community cemeteries that provide burial lots at no charge.

Takes effect July 1, 2013.
