Prohibits elected and appointed state officers from visually or audibly participating in public advertisements funded, in whole or in part, by legislative appropriations.

Prohibited participation includes appearing in still or motion images where the officer is visible, or using any advertising medium that broadcasts the officer's voice.

Defines "advertisement" to include television, radio, Internet, film, newspaper, periodical, direct mail, and outdoor advertising that promote products/services or intend to persuade audiences.

Allows officers to participate in developing, planning, and implementing advertisements funded by legislative appropriations as long as their image and voice do not appear in the final advertisement presented to the public.

Effective date: July 1, 2013.
