Creates a 12-member Commission on Reviewing the Governance of Sixteenth Section Lands in Mississippi composed of legislative leaders, state officials, school superintendents, land lessees, a real estate appraiser, and an education attorney

Requires the commission to conduct a comprehensive study of Mississippi Constitution provisions, state statutes (Chapter 3, Title 29), Secretary of State regulations, and State Board of Education policies relating to sixteenth section and lieu lands

Mandates at least one public hearing where sixteenth section leaseholders, superintendents, school board members, and other interested parties may provide comments on land management and leasing practices

Requires the commission to submit a report with findings and recommendations, including proposed legislation, to the Legislature before December 31, 2013, after which the commission dissolves

Provides per diem compensation and expense reimbursement for non-legislative members and staff support from the Secretary of State's office to assist the commission's work
