Prohibits any person from operating a motor vehicle on public roads, streets, or highways in Mississippi while using a wireless communication device to send or receive written messages.

Defines "wireless communication device" as any device using commercial mobile service, including cellular telephones and personal digital assistants.

Exempts law enforcement, emergency vehicle drivers, persons reporting dangerous behavior, persons in physical danger, parked vehicles, and emergency communications with E911, hospitals, ambulances, fire services, or law enforcement.

Establishes misdemeanor penalties of up to $500 for violations, or up to $1,000 if the violation occurs during a motor vehicle accident.

Requires law enforcement officers to document wireless device use violations on accident reports when applicable.

Effective date: July 1, 2013.
