Prohibits operating a motor vehicle while using a cellular telephone without hands-free accessories that allow speaking without holding the phone.

Exempts calls made solely to E911 and calls made while the vehicle is parked from the prohibition.

First offense: fine not to exceed $150.

Second offense within three years: fine not to exceed $300.

Third or subsequent offense within three years: fine not to exceed $500, imprisonment up to six months in county jail, and community service for at least 10 days.

Effective date: July 1, 2013.
