Amends Section 37-115-49 of the Mississippi Code to require the State Fiscal Officer to transfer $3,000,000 annually from the State General Fund to the University of Mississippi Medical Center - ACT Center Fund beginning in fiscal year 2014 and continuing each subsequent fiscal year.

Creates a special fund in the State Treasury called the "University of Mississippi Medical Center - ACT Center Fund" to receive annual deposits and any other designated funding sources.

Specifies that unexpended amounts in the fund do not lapse at fiscal year end and that any interest or investment earnings remain in the fund.

Restricts fund use to providing resources for the ACT Center for Tobacco Treatment, Education and Research at the University of Mississippi Medical Center upon legislative appropriation.

Takes effect July 1, 2013.
