House Bill 145 Summary

• Amends Section 31-7-13 of the Mississippi Code to authorize Certified Purchasing Offices to consider whether a bidder has a local office and inventory located within the governing authority when determining the best value bid.

• Allows local presence to be included as a factor in best value calculations alongside existing criteria such as life-cycle costing, warranties, previous experience, and training costs.

• Applies specifically to Certified Purchasing Offices and does not change requirements for other purchasing entities or bid procedures under $50,000.

• Takes effect July 1, 2013.
