Prohibits sellers from issuing gift cards or certificates with expiration dates, service fees, or dormancy fees, effective July 1, 2013.

Exempts promotional/loyalty gift cards distributed free, discounted cards sold to employers or nonprofits for fundraising (with expiration within 30 days), and food product gift cards from the expiration date ban.

Allows dormancy fees of up to $1.00 per month only when card balance is $5.00 or less, no activity occurs for 24 consecutive months, and clear disclosure is printed in at least 10-point font.

Permits issuers to offer full refunds for gift cards purchased as gifts if the holder does not redeem within a disclosed time period.

Gift cards sold without expiration dates remain valid until redeemed or replaced.
