Removes the requirement that municipalities hold a public hearing at least 1 week before budget adoption with advance notice.

Eliminates the requirement that public hearings be held outside normal working hours for municipal budget consideration.

Revises advertising requirements for county and municipal budget hearings by removing the mandatory one-fourth page size and 18-point type specifications.

Allows municipalities with fewer than 1,500 inhabitants to post budget statements in 3 public places instead of publishing in newspapers.

Effective July 1, 2013.
