Allows students without documented immigration status or holding temporary visas to pay in-state tuition if they meet specific criteria including five years continuous state residence and high school diploma or GED from Mississippi.

Requires eligible students to demonstrate state income tax filing by themselves or a parent/guardian for at least one year and to submit an affidavit confirming they are not in removal proceedings.

Requires eligible students to file a petition for permanent U.S. residency within 90 days of becoming eligible to do so.

Clarifies that in-state tuition eligibility under this act does not confer domiciliary status and does not establish the procedure for establishing domicile.

Entitles students meeting in-state tuition requirements to the same rights and benefits as other eligible students, including eligibility for state financial aid.
