Prohibits operators of moving motor vehicles from making phone calls using wireless devices unless the device is hands-free, effective July 1, 2013.

Prohibits operators from engaging in wireless interactive communication (texting, emailing, or internet access) while driving, with exemptions for law enforcement, emergency personnel, and emergency situations.

Establishes a two-phase enforcement structure: July 1, 2013 through December 31, 2014, violations are secondary offenses with no fines or driving record entries; from January 1, 2015 forward, violations are primary offenses subject to fines up to $100 ($500 if accident involved) and driving record entries.

Requires license suspension for drivers age 18 and under: 30 days for first violation, 60 days for second or subsequent violation of either offense.

Disqualifies commercial motor vehicle drivers from driving for 60 days on first conviction, 120 days for second violation within three years, and one year for third or subsequent violations of these offenses.
