Allows persons whose social work license expired on September 30, 1990, to obtain a license if they were actively engaged in social work practice for at least five years before July 1, 1993, as employees of the State of Mississippi, its agencies, political subdivisions, municipalities, community action agencies, or Head Start agencies.

Requires applicants to still be employed by one of the specified entities on July 1, 2013, regardless of whether their current job title includes "social worker."

License will be issued by the board upon application, proof of qualifying employment, and payment of appropriate fees, provided the application is submitted before September 1, 2013.

Maintains existing penalties for violations of social work licensing provisions: fines up to $500 for first violation, $1,000 for second violation, and $5,000 for third and subsequent violations.

Takes effect July 1, 2013.
