Amends Mississippi Code Section 25-4-15 to transfer appointment authority of the State Ethics Commission's executive director from the commission to the Governor.

The executive director serves at the pleasure of the Governor rather than the commission.

Maintains requirement that the executive director possess high degree of professional competence and integrity.

Executive director remains responsible for administrative operations and personnel management of the commission, subject to budgetary limitations.

Effective date is July 1, 2013.
