Increases base salaries for sheriffs statewide, with amounts varying by county population, ranging from $70,000 for counties with populations up to 9,500 to $105,000 for counties exceeding 200,000.

Allows boards of supervisors in Leflore, Rankin, Tunica, Wilkinson, Marshall, and Greene counties to pay additional annual supplements up to $10,000 to their sheriffs based on specific operational factors.

Requires Neshoba County and Hinds County boards of supervisors to pay mandatory annual supplements of $10,000 and $15,000 respectively to their sheriffs.

Permits any other county board of supervisors to pay an annual supplement up to $10,000 at their discretion, but not in addition to supplements already authorized for specific counties.

Takes effect October 1, 2013, contingent upon approval under Section 5 of the Voting Rights Act of 1965.
