Establishes two legislative advisors to the Mississippi High School Activities Association Executive Committee, with one appointed by the Lieutenant Governor from the Senate Education Committee and one by the Speaker from the House Education Committee.

Designates legislative advisors as ex officio members of the executive committee to provide oversight over the association's operations, procedures, and actions governing public school academic and athletic extracurricular activities.

Requires appointments to be made within 30 days of the act's effective date and mandates the Executive Director notify advisors in writing at least 5 days before scheduled executive committee meetings.

Authorizes reimbursement of legislative advisor expenses from the contingent expense fund of their respective house, subject to approval by that house's Rules Committee.

Takes effect July 1, 2013.
