Amends Section 43-21-121, Mississippi Code of 1972, to clarify that a county court serving as a youth court may appoint a guardian ad litem for a child.

Permits appointment of either a suitable attorney or a suitable layman as guardian ad litem, with an attorney also appointed to represent the child when a layman is chosen.

Requires attorneys and laypeople appointed as guardians ad litem to have received child protection and juvenile justice training approved by the Mississippi Judicial College within the year preceding appointment.

Establishes that the Administrative Office of Courts shall maintain a roll of eligible attorneys and laymen approved to serve as guardians ad litem and enforce training requirements.

Takes effect July 1, 2013.
