Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act of 2013" requiring all ATVs and off-road vehicles operated in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks

Owners must apply for a certificate within 10 days of acquiring an ATV/ORV, providing information including name, address, social security number, manufacturer details, serial number, and proof of sales tax payment

Certificate fees are capped at $10 per certificate, with funds deposited into the Fisheries and Wildlife Fund to cover administrative costs and improve law enforcement capability

Exempts certain vehicles including those owned by federal, state, or local governments, vehicles used exclusively for racing, foreign vehicles temporarily in the state, and vehicles from other states with valid numbering for up to 60 days

Tampering with, removing, or defacing certificate numbers constitutes a Class I violation, and vehicles with altered identification numbers are subject to forfeiture and seizure by conservation or law enforcement officers
