Establishes escort policy for Mississippi Highway Patrol and Department of Transportation enforcement officers for permit loads, special events, and athletic events.

Requires escorting officers to verify permits before moves and movers to contact the appropriate troop or Law Enforcement Director for officer assignment.

Mandates that troop commanders and the Law Enforcement Director offer off-duty personnel escort opportunities using a rotation method to ensure impartial assignments, with on-duty officers assigned only when off-duty officers are unavailable.

Specifies escort procedures including following behind escorted vehicles on multi-lane highways and leading on two-lane highways; requires only fully marked law enforcement units unless semi-marked units meet specific LED and emergency equipment requirements.

Authorizes collection of escort fees and vehicle use fees by chargeable miles, with payment required by company check or money order, and establishes a two-hour minimum hourly rate for off-duty officers; effective July 1, 2013.
