Amends Mississippi Code Section 37-9-49 to authorize local school districts to make voluntary payroll deductions from employee salaries for professional organization membership dues.

Deductions are limited to superintendents, principals, teachers, and other school employees and require written authorization from the employee.

School boards may develop their own policies and procedures for implementing the voluntary dues deduction process.

Maintains existing authority to deduct health insurance premiums and tax-sheltered annuity contributions with written employee authorization.

Makes unauthorized deductions a misdemeanor punishable by a fine of up to $25 per unauthorized deduction; effective July 1, 2013.
