Amends Mississippi Code to allow driver's license receipts to serve as valid driver's licenses while a refusal to submit to chemical testing is being appealed under Section 63-11-25.

Permits the Commissioner of Public Safety to toll (pause) the suspension period during appeals of chemical test refusals, with the suspension resuming after appeal completion.

Establishes that an appeal of a suspension or denial decision shall toll the forfeiture, suspension, or denial for a reasonable amount of time during the appeal process.

Brings forward Section 63-11-26 to clarify that persons suspended under Section 63-11-30 (conviction-based suspensions) are not entitled to judicial review, but those appealing refusal-based suspensions retain that right.

Effective date: July 1, 2013.
