Establishes the "Early Graduation Achievement Scholarship Program" beginning in the 2013-2014 school year, allowing secondary students who complete all graduation requirements to graduate early with approval from student, parent/guardian, school board, and State Department of Education.

Provides scholarships of up to $2,500 for one semester early graduation, $5,000 for two semesters early, or $7,500 for three or more semesters early, which must be used at accredited state institutions of higher learning.

Creates the Early Graduation Achievement Scholarship Program Trust Fund in the State Treasury, funded through state appropriations, federal grants, and private donations, administered by the State Board of Education.

Allocates Mississippi Adequate Education Program funds to school districts for early-graduating students as if they remained enrolled for the full year, unless the student participates in the scholarship program.

Amends Section 37-151-7 of Mississippi Code to authorize the State Department of Education to receive additional adequate education program funding to support the early graduation scholarship program.
