Allows counties to elect responsibility for paying employer contributions to the Public Employees' Retirement System on constables' net fee income, in addition to direct county payments.

Requires constables to submit annual earnings records to the retirement system and make complete payment of required contributions on net earnings from their office by the date annual reports are due to the Secretary of State.

Authorizes county boards of supervisors to appropriate funds in their budgets to pay employer contributions on net fee income of constables and handle these contributions through regular reporting procedures.

Makes technical corrections to references in the Mississippi Code regarding retirement contribution procedures and collection methods.

Takes effect October 1, 2013.
