Prohibits euthanasia of dogs or cats using carbon monoxide chambers in Mississippi.

Authorizes euthanasia of maimed, wounded, injured, or diseased dogs or cats only by law enforcement officers, licensed veterinarians, government animal control employees, or nonprofit animal welfare organization employees after reasonable attempts to locate the owner.

Allows immediate euthanasia by authorized persons or any other person if necessary to prevent unrelievable suffering of the animal.

Establishes that violation of the carbon monoxide chamber prohibition is a misdemeanor offense.

Effective date: July 1, 2013.
