Amends Section 63-9-21 to require uniform traffic tickets be issued for motor vehicle accidents on private property, in addition to other traffic violations.

Mandates all traffic tickets include the accused's current address and phone number, but prohibits inclusion of social security numbers.

Allows law enforcement to file traffic tickets electronically if they conform to uniform standards, with defendants receiving paper copies.

Requires accident reports include phone numbers of parties involved and witnesses to assist law enforcement investigations.

Effective date: July 1, 2013.
