Eliminates requirement for disabled persons to submit physician certification annually when renewing special handicapped parking license plates, allowing renewal by simply complying with motor vehicle registration laws and paying required taxes and fees.

Transfers administrative authority for issuing special license plates and windshield placards from the State Tax Commission to the Department of Revenue.

Allows disabled persons to retain and renew special license plates without submitting updated physician documentation confirming their disability will persist for at least five years.

Initial application for special license plates still requires physician certification that the applicant meets disability criteria and that the disability will last at least five years.

Effective date: July 1, 2013.
