Establishes the "Safe Transportation of Railroad Employees by Contract Carriers Act" to regulate contract carriers transporting railroad employees in vehicles designed for 8 or fewer persons.

Requires contract carriers to maintain driver qualification files including physical examinations every 2 years, annual driving record reviews, employment applications, and road test certificates.

Limits drivers to 10 hours of driving after 8 consecutive hours off duty, 15 hours combined on-duty and drive time, and 70 hours on-duty and drive time in any 8-day period, with exceptions for emergencies.

Mandates pre-employment alcohol and controlled substance testing for drivers, post-accident testing for certain accidents, and maintenance of testing records for 5 years.

Requires contract carriers to maintain $5,000,000 insurance per vehicle, establish weekly vehicle maintenance and inspection programs, and allow Mississippi Highway Safety Patrol access to facilities and records for compliance verification; violations subject to civil penalties up to $1,000 per day.
