Removes end-stage renal disease (ESRD) facilities, including freestanding hemodialysis units, from the definition of "health care facility" under Mississippi's Certificate of Need (CON) law.

Exempts ESRD facilities from CON regulatory requirements and review procedures that currently apply to other institutional health services in Section 41-7-171 et seq.

Deletes the subsection defining ESRD facilities within the health care facility definition in Section 41-7-173(h) of the Mississippi Code of 1972.

Effective date: July 1, 2013.
