Creates the Mississippi Criminal Justice Commission to conduct a comprehensive review of the state's criminal justice system and make recommendations for reducing the incarcerated population.

Commission comprised of eight members including Senate and House Corrections Committee chairpersons, Judiciary Committee chairpersons, Commissioner of Corrections, a family member of a long-term inmate, Executive Director of Mississippi CURE, and President of Mississippi Association for Justice.

Commission shall undertake a comprehensive review of criminal justice costs, practices and policies at state, local and tribal levels, and make findings and recommendations designed to prevent crime, reduce recidivism, and improve cost-effectiveness.

Commission shall conduct public hearings in various locations around the state and consult with law enforcement officials, legislators, judges, prosecutors, defense counsel, victims' rights organizations, and formerly incarcerated individuals, with input summaries included in the final report.

Commission shall submit a final report with detailed findings and recommendations to the Legislature and Governor no later than twelve months after first meeting, and shall be abolished upon submission of the report.
