Amends Section 9-11-2 of the Mississippi Code to modify requirements for justice court judges in counties with populations of 35,000 or less, maintaining a requirement of two (2) justice court judges for such counties.

Counties with populations more than 35,000 and less than 70,000 shall have at least two (2) justice court judges, with the option to have three (3) judges upon a majority vote of the board of supervisors.

Prohibits any reduction in the number of judges that existed as of June 30, 2013, protecting existing judicial positions.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

Establishes an effective date contingent upon approval under Section 5 of the Voting Rights Act of 1965.
