Establishes an Early Voting Pilot Program in Hinds County allowing qualified electors to vote early at the county registrar's office or designated location between 25 and 4 days before an election without requiring an excuse.

Sets early voting hours as weekdays 8:30 a.m. to 4:30 p.m., Saturdays 9:00 a.m. to 12:00 p.m., with the registrar's office closed on the Saturday before each election.

Requires all early voting ballots to be cast on voting machines or electronic voting systems complying with state specifications, with no single direct recording electronic (DRE) machine to have more than 9,999 voters during the early voting period.

Restricts absentee voting in Hinds County to mail-only ballots, eliminating in-person absentee voting at the registrar's office.

Automatically repeals on June 30, 2016, and requires submission to the United States Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.
