Requires municipalities to hold an election within 60 days of passing an annexation ordinance, with only qualified electors residing in the proposed annexed territory eligible to vote.

Annexation ordinance is approved only if 60% or more of qualified electors voting in the territory support it; if rejected, the municipality cannot propose annexing the same territory for 5 years.

Limits municipal boundary expansion to one-fourth mile outside current corporate limits and requires the annexed area to have a minimum population density of 500 people per square mile.

Makes annexation ordinances void if the municipality fails to provide stated public services within 90 days after the ordinance becomes effective or fails to complete proposed improvements within 12 months.

Removes municipal annexation proceedings from chancery court jurisdiction, while retaining court review for municipal boundary contractions only.
