Redirects a portion of gaming license fees collected under Section 75-76-177(1)(c) to fund local system bridge and road programs, effective through June 30, 2022.

Requires $1,500,000 monthly from gaming fees (above $3 million baseline but below 25% threshold) to be deposited into the Local System Bridge Replacement and Rehabilitation Fund.

Directs excess gaming fee revenue beyond the $1,500,000 monthly bridge allocation into the newly created Local System Road Fund for county road construction and paving.

Eliminates mandatory legislative appropriations to the Local System Bridge Replacement and Rehabilitation Fund by allowing gaming fee revenue to replace those appropriations.

Authorizes the State Engineer to allocate Local System Road Fund monies annually to counties according to the state aid road formula for constructing, reconstructing, and paving local system roads.
