Authorizes the Pearl River Valley Water Supply District to provide municipal-type services to residents within the project area, including police and fire protection, road maintenance, garbage collection, water and sewer services, mosquito control, and building code enforcement

Allows the district to fund services through lease rental payments, charges or assessments on service recipients, contributions from member counties, or any combination of these revenue sources

Expands reservoir police officers' authority to exercise full state, municipal, or other police powers on district-owned property (including leased property) and to patrol public roads within the district, with traffic fine revenues remitted to the district

Creates a process for the district's board of directors to clean leased property deemed a public health menace, including authority to cut grass, remove rubbish and dilapidated structures, with costs and penalties up to $1,500 or 50% of actual cost becoming a civil debt against the lessee
