Appropriates $20,500,000 from the Capital Expense Fund to the Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management for fiscal years 2013-2014.

Appropriates an additional $5,500,000 from the Budget Contingency Fund to the same bureau for the same period.

Allocates $11,000,000 for replacement of "F" rated roofs at Institutions of Higher Learning campuses statewide.

Allocates $5,000,000 for replacement of "F" rated roofs at Community and Junior College campuses statewide, $4,000,000 for roof replacement at Department of Mental Health facilities, $1,000,000 for waterproofing Jackson State University's Administration Tower, and $5,000,000 for roof replacement at other qualified agencies statewide.
