Enacts "Caylee's Law" creating a new offense for parents or guardians who fail to report a child's death or disappearance to law enforcement.

Requires notification to law enforcement within 24 hours of a child under 14 years old dying under circumstances suggesting the death resulted from crime or negligence.

Makes failure to report a child's death under such circumstances a felony punishable by 1 to 5 years imprisonment and a fine of at least $5,000.

Requires notification within 24 hours of a child's disappearance due to negligence or circumstances suggesting the child faces physical harm, with felony penalties of 1 to 5 years imprisonment and $5,000 minimum fine.

Makes failure to report other disappearances of children under 14 a misdemeanor punishable by 30 days to 1 year in jail and a $1,000 fine.
