Increases the percentage of interest that Coahoma County Board of Supervisors can expend annually from the hospital reserve fund from 50% to 100% of interest earned in the previous fiscal year.

Expands authorized uses of interest earnings to include current expenses of the county that would otherwise be paid from general funds, in addition to existing uses for health services, emergency needs, and capital expenditures.

Requires the board to adopt a resolution designating the amount and purpose of fund expenditures, which must be published in newspapers for at least three consecutive weeks with at least 21 days' notice before implementation.

Allows qualified electors to file written protests (20% or 1,500 persons, whichever is less) to trigger an election requiring approval by three-fifths of voters to proceed with expenditures.

Preserves the board's authority to expend principal or interest without normal restrictions during health care emergencies (by unanimous board action) or for specific hospital-related purposes including lease termination, equipment purchase, and hospital operations resumption.
