Appropriates $8,612,342.00 in special funds to the Tombigbee River Valley Water Management District for fiscal year 2014 (July 1, 2013 - June 30, 2014) for bond maturities, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent full-time positions for the district with restrictions on salary increases unless specifically exempted by legislative conditions.

Requires the district to maintain accounting and personnel records in the same format and detail as fiscal year 2013 and submit budget requests in comparable format for fiscal year 2015.

Mandates that excess operating funds be deposited with banks selected by the board of directors at interest rates equal to or better than state treasury rates.

Establishes that all expenditures comply with state law, agencies cannot exceed appropriations, and disbursement occurs through properly signed bank checks effective July 1, 2013.
