Appropriates $13,693,702 from special funds for administrative expenses of the Public Employees' Retirement System Board of Trustees and maintenance/operation of the Retirement System Building for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 158 permanent full-time positions and 1 part-time position, with restrictions on salary increases and personnel actions unless specifically exempted by statute or legislative approval.

Provides additional appropriation of $9,800,000 for purchase and implementation of a replacement computer system.

Establishes Public Employees' Retirement System Building Repair and Maintenance Fund to receive rental income from system-owned building at 301 North President Street, Jackson, with authority to escalate up to $200,000 annually for repairs and maintenance.

Permits reallocations not to exceed $43,014, reclassifications not to exceed $180,877, educational benchmarks not to exceed $30,000, and special compensation not to exceed $34,627 within the Administrative Services Division.
