Appropriates $2,639,312.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 34 permanent full-time positions for the State Oil and Gas Board.

Prohibits salary increases through reallocation, reclassification, or other means unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care positions, or legislative authorization).

Grants the State Oil and Gas Board authority to receive and expend up to $200,000 from non-appropriated sources for the Comprehensive Data Management Program.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2013 and submit future budget requests in comparable detail.
