Appropriates $1,517,410.00 from the Real Estate License Fund to the Mississippi Real Estate Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 14 permanent full-time positions for the agency with no part-time or time-limited positions.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care/child protection appointments, or legislatively authorized actions).

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2013 and submit budget requests in comparable detail to the Joint Legislative Budget Committee.

Mandates preference for Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids on price, quality, and service.
