Appropriates $420,967.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 4 permanent full-time positions for the agency.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA/professional certifications, emergency health care appointments, or legislative authorization).

Requires agency to maintain accounting and personnel records in same format as fiscal year 2013 and submit fiscal year 2015 budget request in comparable detail.

Directs agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding.
