Appropriates $166,359.00 from the Mississippi Athletic Commission Fund to defray expenses of the Mississippi Athletic Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 1 permanent full-time position for the agency.

Restricts personal services spending in FY2015 to not exceed FY2014 levels unless new programs or positions are added by the Legislature, with limited exceptions for teacher increments, career ladder advancement, and specific professional certifications.

Prohibits salary increases through reallocation, reclassification, or other means except for authorized circumstances including trainee advancement, CPA certifications, and emergency health care professional appointments.

Requires the agency to maintain accounting and personnel records in the same format as FY2013 and submit FY2015 budget requests in comparable detail.
